Whereas we wish to observe and to undertake the role and the duties of the legal profession as set forth in the Basic Principles on the Role of Lawyers, adopted by the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders, Havana, Cuba, 27 August-7 September 1990, which principles provide for the lawyer’s freedom, independence, duties to act in accordance with the law and with recognized professional standards and ethics, and guaranteed safety and anonymity while providing legal services;

Whereas we wish to establish a unifying network pursuant to which we wish to associate, to cooperate, and to serve internationally vulnerable individuals and peoples and which shall be governed by a memorialized Charter; »
